Newport News Welcome $450 Million Federal Sailor Investment
NEWPORT NEWS, Va. — The City of Newport News celebrates the United States Department of the Navy’s historic $1.7 billion housing agreement with Hunt Military Communities – a major step forward for the well-being of Sailors across Hampton Roads. The agreement includes an over $450 million commitment in Downtown Newport News through the HomePort Hampton Roads 2 project, delivering modern housing and new retail offerings that contribute directly to the continued improvement and vitality of Downtown Newport News.
HomePort Hampton Roads 2 will deliver two 17-story residential towers with approximately 750 two-bedroom units designed for unaccompanied Sailors, along with a 1,050-space structured parking garage and ground floor commercial space for Navy services and community serving retail. The effort expands the Navy’s housing capacity while reinforcing ongoing downtown revitalization and supporting the shipbuilding presence that has long shaped Newport News’ workforce and economy.
“This is the largest federal investment in Newport News history and a transformational investment in the Sailors who serve our nation,” said Mayor Phillip Jones. “Our city has a proud history of supporting the military, and this agreement builds on that tradition by bringing modern housing, new retail opportunities, and significant economic investment to our downtown. We are grateful to the Navy, Hunt Military Communities, Governor Youngkin, Governor Spanberger, the Virginia General Assembly, and our regional partners for working together to make this vision a reality.”
HomePort Hampton Roads 2 is backed by strong cooperation among the Navy, the Commonwealth of Virginia, Hunt Military Communities and the City of Newport News. The investment adds significant momentum to ongoing efforts to stabilize and strengthen the downtown area by bringing new activity, services, and investment to a key corridor. By replacing aging facilities with high‑quality housing and ground‑floor amenities, the agreement strengthens the downtown economy while advancing the Navy’s focus on supporting Sailors’ well‑being and readiness.
“This agreement reflects the power of partnership and our shared commitment to building a stronger future for Newport News,” Mayor Jones said. “We look forward to continuing this work and ensuring that our city remains a place where our servicemembers, residents, and businesses can thrive.”
