Real Estate Exchange Agreement with Riverside

An agreement with Riverside Healthcare Association for the exchange of real estate has been approved by City Council. The exchange includes the current, city-owned Peninsula Health District building located at 416 J. Clyde Morris Boulevard and the former Stratford University building located at 836 J. Clyde Morris Boulevard. Riverside will acquire and convey the former Stratford building to the city, and provide additional funding in the amount of $4,100,000 to fund repairs and improvements to the former Stratford building, which will be contracted for by Riverside. Any remaining balance once repairs are complete will be given to the city at closing. As a result of this exchange, the Peninsula Health District will move into newly-renovated facilities designed to better serve the current and future needs of Peninsula residents and businesses, and Riverside will obtain space necessary to expand parking and operations at the Riverside Regional Medical Center facility. Waterworks Purchase of PropertyLast night, City Council appropriated $399,000 from the Waterworks Enterprise Land Fund to purchase a 19.38 acre parcel adjacent to the Diascund Creek Reservoir. The property, located at 9542 Diascund Reservoir Road in James City County, is assessed at $518,600. This acquisition improves protection of the reservoir and supports operation of a public boat launch, which is operated through a cooperative agreement with James City County and the Virginia Department of Wildlife Resources. The Waterworks Enterprise Land Fund is reserved solely for the acquisition of strategic watershed lands to further protect the city’s drinking water reservoirs. American Rescue Plan Act FundsThe City of Newport News was allocated $2,795,087 from the U. S. Department of Housing and Urban Development HOME Investment Partnerships – American Rescue Plan (HOME-ARP) funds. These funds are part of the $5 billion Congress appropriated to HUD last March as part of the American Rescue Plan to specifically address the issue of homelessness and the need for supportive services. HUD provided allocations to localities that received regular HOME funding. The funds were appropriated by City Council last night, and, consistent with HUD eligibility requirements, the city will use the majority of the funds to assist in the provision of HOME-ARP rental housing and supportive service activities primarily for homeless, those at risk of being homeless and those fleeing domestic violence. Additionally, funds will be used for nonprofit operations for those offering homeless services and local program administration and planning costs.
