Rezoning for indieDwell facility

City Council last night approved the rezoning of 520 21st Street and 2200 Terminal Avenue from R8 High Density Multiple-Family Dwelling to M1 Light Industrial with proffers. This change allows the property to be developed as an indoor manufacturing and assembly facility by indieDwell, who proposes to construct a new building and facility that will produce prefabricated modular residential building units. The change of zoning is consistent with the One City, One Future 2040 Comprehensive Plan land use map and key strategies in the Marshall-Ridley Choice Neighborhood Transformation Plan to increase employment opportunities in the Southeast Community.
Appropriations 

  • Parks, Recreation & Tourism ($15,750) – These grant funds from Smart Beginnings Virginia Peninsula bonuses to the child care workers who have served and cared for the children in those youth programs during the COVID-19 pandemic. The grant provides for $250 for each of the 63 child care workers who work in the licensed child care programs. The grant does not require any matching funds.
  • Newport News Public Schools ($34,358) – City Council previously appropriated capital project funds for HVAC replacements at Heritage High and Jenkins and Hilton elementary schools. Following the completion of the projects, there was a remaining balance of $34,358. Council reallocated these funds to the school system for the Kiln Creek Elementary HVAC replacement project.
